Need to develop a ppolicy for PCB (polychlorinated biphynls) for a local utility.
the policy has to follow and comply with the relevant federal regulations such as TSCA implemented by the EPA and state level regulations implemented by CA DTSC. The pollicy should be written in a manner accsessible to staff that would be using it in the event of a release who are not policy makers/experts.
The policy needs to provide a set of pathways that allow for swift respods to spills/releases so that the response does not require major involvement by the EPA.
Essentially the policy needs to answer the following:
-what to do
-who/how to report an incident/release to
-how to characterize materials for PCB wether the conc is known or unknown
-clean up procedures within the applicable regulatory reirements based on the characterization and relevant determinations.
Included are example documents from other agencies. Not inclded are TSCA and other regulations.
